The soil in these raised garden beds has a fine layer of a rusty orange colored growth on it. The only soil amendments that have been added to the gardens was Preen and some fertilizer that was applied and tilled into the soil 6 weeks ago. The beds and the walkways are lined with black plastic underneath and are about 6″deep. This did cause water to sit on the beds for more than a day after a 3″rainfall last weekend. Ash tree with some obvious damage to the bark from some type of borer. Homeowner asked about possible EAB. Found some gallery work and a couple of exit holes, not sure about D shape. Tree is about 15′ tall, still has leaves however the bark was dead all around the tree. I removed the dead bark and there is some type of growth between the live bark and the trunk. Homeowner had removed dirt from around the base of the tree and there are some large area of shoot and bud development. Did not

What sort of raspberry is this (red or black)?
Based on brooming and the scattered nature of the affected plants, this looks like a phytoplasma disease. There is such a disease called Rubus stunt that occurs on raspberries. I am finding conflicting reports (based on a VERY cursory lit. search) about whether this disease has been reported in the US. You may want to submit a sample for confirmation.
